"You try to arrest a creature's movement."

Tier 1 As a reaction, when a creature within range moves, you can attempt to arrest that creature's movement. Contested Strength (Athletics) or Dexterity (Acrobatics) check. If you succeed, the target's speed is reduced to 0 until the end of its turn.
Tier 2 You make an Attack action in addition to the maneuver.
Tier 3 If you succeed, you may also choose to either make the creature fall prone, or get pushed back 5 feet.
